The Richmond Police site trumpets the efficacy of the 1st Precinct and Sector 113. [via]

Noticed that blue flag flying outside the precinct building? It is theirs to fly as Precinct of the Year. From the RPD page:

The Department’s Quarterly Awards Ceremony at the Academy on Jan. 30 included two special annual awards — Precinct of the Year and Sector of the Year for 2006.

Taking top honors for Precinct of the Year again was First Precinct, with a 29 percent reduction in overall crime. Commander John Keohane thanked the men and women of First Precinct and the many community supporters, whom he credited with the precinct’s success.

Violent crime in First Precinct was down 23 percent and property crime was down 30 percent.

Sector 113, leading the city with a total major crime reduction of more than 35 percent, was named Sector of the Year. The leader of the leading sector, Lt. Hamlet Hood, also emphasized the importance of community partnerships to maintain crime control in his sector and throughout the city.

Lt. Hood made a special presentation — Sector 113 Officer of the Year — to Officer Harry Fitzpatrick. In addition, Fitzpatrick received a Chief’s Citation
