New kitchen for the Venable Convenience Store?

An external exhaust has been recently installed as part of the upgrading/installation of a food preparation area at the Venable Convenience Store (@Venable and Tulip Streets). Neighbors assert that no permits have been issued that would allow this kind of work, and that the change in scope of the store to facilitate food preparation and take-out ought to require some sort of oversight that seems to be missing.

How bizarre that this sort of thing can and does go on. A check of the city’s permit search feature shows that the last permit for this building was issued in 2005. No permit for anything current can be issued until back real estate taxes have been paid. Wonder what would happen if I tried this sort of structural work on my house without jumping thru the hoops?
p.s. This is the same store which, when a restricted ABC license was issued allowing sale of only full 6-packs breaks the 6-packs to sell as 4-packs…and will sell you a single cigarette. My nephew has purchased both beer and cigarettes this way from the store.
Just for clarification, is it illegal to sell single cigarettes? I hadn’t thought about that in a while since I don’t smoke but all of the convenience stores in my neighborhood in Los Angeles used to sell singles. My dad grew up in Church Hill, and I remember him pointing out the location of the store where he used to buy cigarettes for a penny apiece. His family moved to Sheppard Street when he was eleven — guess he found a store in Carytown to support his habit.

It used to be the center of the universe: the stage coach road from Richmond to Williamsburg in the mid 1800’s.
Nowadays, depending how much trash the drunks, hos and addicts have dropped that day, it looks like a lawless third-world dump-slum. God bless the folks who’ve pioneered on Venable and fixed up the few gems that shine like diamonds in dung.
No wonder the owner of the corner store thinks he/she can get away with stuff like this. It looks like a lawless third-world country, with the complicit State of VA pushing alcohol 7-days a week from a shit-hole ABC store that looks like a prison. Why not take advantage of the situation? Shame on them for doing so.

As for single cigarette sales, yes, in Virginia, such sales are illegal. Part of the issue is tax-collection for the state. The issue of the ‘new kitchen’ has been reported to about everyone it can be reported to. In the past even the breaking of 6-packs to 4-packs and the sales of single cigarettes have also been reported…to no avail. The building is up for sale and hopefully someone responsible will buy it!
