City Council agenda for 7/13
The agenda for the July 13 City Council meeting has a number of items of local significance, from tax delinquent properties to a vote on amendments to the Downtown Master Plan.
Ord. No. 2009-115 (Patron: Mayor Jones, By Request) – To direct the sale
of surplus real estate located at 2004 X Street to Artcraft Fairview, L.P. for
$1,250.
Ord. No. 2009-120 (Patron: Mayor Jones, By Request) – To *** acquire at
a tax delinquent judicial sale, the property located at 2308 Fairmount
Avenue and to authorize the conveyance of such property to the successful
bidder at public auction *** for the purposes of eliminating blight and
making such property available for redevelopment.
Ord. No. 2009-121 (Patron: Mayor Jones, By Request) – To *** acquire at
a tax delinquent judicial sale, the property located at 1313 North 34th
Street and to authorize the conveyance of such property to the successful
bidder at public auction *** for the purposes of eliminating blight and
making such property available for redevelopment.
Res. No. 2009-R85 (Patrons: President Graziano, Mr. Tyler and Mr.
Conner) – To establish a Task Force to Review the Processes and
Guidelines of the Commission of Architectural Review.
Ord. No. 2009-117 (Patron: Mayor Jones) – To approve an amendment to
the Master Plan for the City of Richmond *** to adopt additional
amendments to the Downtown Plan ***.

Council will not be voting on the amendments (Ord. No. 2009-117) tonight, this meeting became a public forum. They will voting in 2 weeks.

Huh? Does this mean an architect who has dealt with a project that involved historic preservation? Even if it was just one project? And does that mean they want this architect to sit on CAR, or to sit on the Task Force?
Do you know if there were any qualifications built into the designation? I’m curious, thanks John! (Or anyone else who was there who has some understanding of what they’re trying to get at here).

Times Dispatch has a story on the meeting. I’m confused, though. About the only thing I think I’ve grasped is that Marty Jewell seems to like Echo Harbor, and Charles Samuels is not particularly in love with it….did I even get that right?
Anyone out there go to the council meeting tonight, or watch it on the telly? I had to work, and I couldn’t access the twitter comments until I got home, and now they aren’t really helping. Looking forward to seeing some comments tomorrow, thanks!
There were complaints that the Task Force did not contain an architect. Tyler made the point that the architect should be one that works with historical renovation; the language was fairly specific about that
Jewell put forth a motion to get the Character Area Designation language stripped from the amendment. Samuels spoke stirringly against removal, citing the voice of the citizens. Conner, Jewell, Trammell, and Tyler voted to remove the Character Area Designation. Samuels, Robertson, Squire, and Graziano voted to keep the Character Area Designation. Hilbert was not present, and on a tie the move to strike the language failed.
While she didn’t say much during all of the back and forth, in speaking to Betty Squire after the meeting, it was apparent that she had done her homework before the meeting.
In other news, Council voted to support CAR’s decision in the Springhill Old & Historic District.
Good summary, John. The other thing included in the Tyler amendments was to add the land between Tarmac and Rockett’s to the Character area map, with an area designation of Urban Center Area.
