City Council takes up zoning on Monday
The agenda for the May 24 City Council meeting (PDF) includes a number of ordinances on land use and zoning in the area.
Ord. No. 2010-104 (Patron: Mayor Jones, By Request) – To approve an amendment to the Master Plan *** for the purpose of changing the Land Use Plan for certain properties located in the Church Hill neighborhood ***.
Ord. No. 2010-105 (Patron: Mayor Jones, By Request) – To amend the official zoning map to designate certain properties on North 25th Street *** as the North 25th Street and East Broad Street Parking Exempt Overlay District (PE-2), *** the North 25th Street and Venable Street Parking Exempt Overlay District (PE-3), *** the Jefferson Avenue Parking Exempt Overlay District (PE-4), *** the North 27th Street and East Marshall Street Parking Exempt Overlay District (PE-5) and *** as the East Marshall Street and Chimborazo Boulevard Parking Exempt Overlay District (PE-6), as provided for by *** the Code of the City of Richmond ***.
Ord. No. 2010-106 (Patron: Mayor Jones, By Request) – To rezone certain properties located in the Church Hill neighborhood *** from the current zoning district classifications of the R-5 Single-Family Residential District, the R-7 Single and Two-Family Urban Residential District, the R-48 Multifamily Residential District, the R-53 Multifamily Residential District, the RMH Mobile Home District, the RO-2 Residential Office District, the B-1 Neighborhood Business District, the B-2 Community Business District, and the M-1 Light Industrial District classifications to the R-8 Urban Residential District, the R-63 Multi-Family Urban Residential District and the UB Urban Business District classifications.
The zoning papers have been continued for 30 days. The new City Council hearing is scheduled for June 28th.
Are those the only areas they are considering rezoning? Or are they looking to rezone so that random markets can be placed in the middle of a block with houses everywhere?
Sean: That’s a question that should be answered by one of the City planners, not by untrained neighbors.
The Planning Department has been holding public meetings about this for the last three years!! They have explained the rezoning proposal over and over again and spent countless hours answering questions.
I would strongly suggest calling the City’s Planning Department to have your questions answered and not trusting any information you receive from anyone other than a City planner.
I would second JES. The misinformation in the newspaper you hear from neighbors about things like “spot zoning” is the same kind of irresponsible talk that has wasted unknown sums of neighbors’ money and expectations on frivolous lawsuits based on either ignorance or agenda. They’d do better Googling “CAVE” and “NIMBY” than “spot zoning”.
The rezoning plan, in general is pretty, good. The problem is that there are areas that have the majority of home owners wanting R-8 where there is the proposed R-63. Ms. Newbille has taken that seriously and asked for a continuance on the rezoning papers.
The neighbors that I have talked to about this are very well informed and have documentation about the zoning language/details from the city.
