Double homicide and kidnapping on 35th Street (UPDATED)
Richmond Police arrested Jamal Clemons today, Monday December 26th, in the 2800 block of Bethel Street in Whitcomb for the fatal double shooting and kidnapping on the 800 block of 35th Street early Christmas Eve evening. Clemons shot two people to death and then took off in a vehicle that had been left running outside, an SUV with 2-year-old Kaiden Burnside inside. The SUV was found later than evening with Kaiden inside, unharmed, near the Sir Moses Montefiore Cemetery in Fulton.
The two victims of the shooting were Edward Lee Bowmer Jr., 60, and Robin Sheryl Clapp, 56. Bowmer lived at a residence on North 35th Street. Clapp lived in the 7000 block of Brooks Hollow Parkway in Mechanicsville. Neither of the homicide victims is related to Kaiden Burnside.
These are the 12th and 13th killings in the East End in 2011. There have now been 37 total in Richmond this year. Last year there were 14 and 41, respectively. If there are no more killings this year, 2011 will be Richmond’s 2nd least deadly year since 1964 (bested only by 2008’s 32 killings), and likely the East End’s 3rd best year in the same time frame (bested by 2008’s 11 homicides and 2009’s 9 killings).

You’re right #4… I wish the media would get the neighborhoods straight up here. There are many more neighborhoods on top of the hill but they all seem to get lumped together as Church Hill. The tragic murder of the VCU nurse the other day most likely didn’t take place in Church Hill either. All of this bad news paints a false impression of the Hill. Thoughts and prayers to the family of the victims and the safe return for the little girl.
Joseph, why do you say it’s a black male? The baby kidnapped is white and the police have said nothing more about the race of the victims. Do you only mourn murders of black people?

The child was in an idling car? So his parents were not involved in the double homicide? I feel terrible for the family but cannot imagine leaving my child in an idling car around here. I don’t even leave my empty car idling.

RICHMOND (AP) – Richmond police are searching for a man suspected of killing two people in the city’s Church Hill neighborhood and then fleeing in a stolen SUV with a 2-year-old boy in the backseat.
The Virginia State Police said Saturday night they are looking for a 2012 white GMC terrain SUV, license number XCZ-6757.
Police issued an amber alert Saturday identifying the child as Kaiden Burnside, a blonde-haired, blue-eyed boy wearing a red plaid shirt, a cream vest, green corduroy slacks and white tennis shows. They say the child is in “extreme danger.”
The Richmond Times-Dispatch reports (http://bit.ly/svXlqT) that a man and a woman were found shot at a multi-family residence at about 5 p.m. Saturday. The fleeing suspect then stole an SUV that had been left on the street with its motor running and the child inside. Police said they don’t believe the shooting was random.

Dear God I really hope they find this kid safely soon. What an absolutely awful Xmas for the parents. Whoever this guy is needs to pull over immediately, call in an anonymous tip and make sure the kid gets home safely. From(CNN) — Police in Richmond, Virginia, issued an Amber Alert on Saturday for a 2-year-old boy who was in a car a shooting suspect allegedly used to flee the scene of a double homicide.
The shooting occurred during a home invasion, Richmond police spokesman Linwood Harris said. The suspect then left the scene in a car idling nearby, police said. The toddler was inside the vehicle.
The identities of the shooting victims were not released and it was not immediately known what relation, if any, they had to the missing boy.
The suspect has no relation to the child, said Lt. Ronnie Armstead with the Richmond police.
Harris said the child, identified in the Amber Alert as Kaiden Gage Burnside, was wearing a red plaid shirt, corduroy pants and a cream-colored vest with a Christmas tree on it. He is 2 feet tall and weighs 30 pounds, according to the alert. Police originally said the child was female, before correcting that information.

The Richmond Police Department is looking for a male involved in the abduction of 2-year-old child following a double homicide in Church Hill.
Jamal Louis Clemons, 27, of the 700 block of North 35th Street is wanted for abduction, three counts of robbery, three counts of robbery with a firearm and use of a firearm in the commission of a felony by a convicted felon.
Clemons is a black male, approximately 5-feet-7 to 5-feet-10 inches tall with a thin build. He was last seen wearing a black hoodie and baggie blue jeans. He has a full beard.
Shortly after 5 p.m. this evening Richmond Police responded to a residence in the 800 block of North 35th Street for a report of two persons down. Officers arrived and found an adult male and an adult female deceased inside the residence. Both had been shot.
Witnesses reported that a male fled the scene inside a 2012 white GMC SUV with Virginia plates: XCZ-6757. Two-year-old Kaiden Burnside was inside that vehicle. He is blond, has blue eyes and was last seen wearing a red plaid shirt, a white or cream vest and green corduroy pants.

There has been a serious problem for years with drug dealing in the 700 block of North 35th St.and on other nearby streets. I recall in June 2010 that a man who lived in a house located in the 700 block of North 35th was shot and killed. Another man was also shot, at the same time, by the same assailant but survived. If I remember correctly, news articles written about the 2010 homicide made mention that there were at least two houses on North 35th street where illegal drugs were being sold.
A young man was gunned down a block away on Chimbarzo this past summer. I read that the police thought the motive was robbery. So far a motive has not been given for the murder of the latest two people. These unfortunate people may have just been in the wrong place at the wrong time. However, it appears to me that the underlying reason for the homicides and violence in the area is directly related to illegal drug activity in the area. (Desperate addicts need money to pay for their drug habit.) I pray that Much Stronger action be taken by law enforcment to put a stop to the drug dealing and violence in this area.
My heart goes out to families of the victims. I pray that the young man who has the little boy would park the SUV in a shopping Mall so that the child can be rescued and returned to his family.

A sad reminder of how far we have to go, on Christmas Eve of all days.
Let’s not let the actions of a sole convicted felon reflect on an entire neighborhood. Church Hill is a fabulous place to live where 99% of the citizens respect the law and enjoy a peaceful urban residential way of life. I’m thankful the child was found safe and hopeful the police are able to bring the suspect to justice.
My creep alarm’s jingling about this whole thing. Shiny new SUV in a known drug dealing block, and now that the boy has been found everything’s gone eerily quiet about what, you know, he was doing in a known drug dealing block. I’m glad he was found safe but something about this stinks to me. And it’s always nice getting a panicked call from the in-laws in Virginia Beach thinking that we moved to a war zone (it was all over the news there due to the Amber Alert). No, we moved into a city neighborhood and unfortunately stuff like this happens in cities and we knew that going in and we deal with it. That’s all you can do.
CH is a much better place to live than any “safe” suburban neighborhood in RVA.

Still confused. Was it the child’s parents that were murdered or someone else? I always assumed parents went into the house briefly, left the child in the car and were killed. Is the kid unrelated to the victims?
There were reports last night that he was being reunited with his mother. The police have not released any information about the victims at this point.

@35th–First of all, I disagree with your premise that one must be engaged in the purchase and use of illegal drugs to identify an area as one with a drug problem. That aside, I think I understand from your comments that you feel Clemons is being judged excessively or unfairly. Yes, certainly, life seems to deal an unfair hand to some people more obviously than to others. What will it take to change things so that grabbing a gun and shooting is not the answer? Don’t tell me it’s always been that way, or that’s just how it’s done, please. I get that part. I would like, very much, to know how you think that dynamic could be changed.

KM, I think @35th’s point was that he house in which the murders occurred was a known drug spot.
I’m a little confused by conflicting reports about the location — some say one of the victims lived there, other reports say he lived elsewhere on the block. But the Millie’s post says that the murders occurred in the residence their friend shared with one of the victims, and I am inclined to believe them since the news reports have been less than accurate so far.

Whoever’s house he was in needs to be evicted and transferred to a different sort of “public housing” immediately. Harboring a known fugitive in a unit that is paid for taxpayers is about as disrespectful of responsible citizens as you can get. Throw him/her in the pen and never let them have another penny of public assistance again.

Very shady stuff. There is more to this story, and I am sure it will come out eventually. The person Millie’s is collecting donations for has been in the Richmond scene forever and is, sadly, a well-known drug addict.
Clay Street – I had assumed as much based on what 35th had said earlier about the house being used to sell drugs. If what you are saying is accurate, hopefully people are not donating cash.
Also, if what 35th is saying is accurate, I hope this eliminates some of the drug trafficking around here. Would be nice if the folks from the suburbs could find a place in the suburbs to buy their drugs.
Some questions I still have that I hope will be revealed:
1. If the police find evidence of a drug distribution operation in this house as part of the investigation, can they use it to pursue others who are involved?
2. The Millie’s article made it sound like the mother of Kaiden was in the house where these folks were shot when the car was stolen. Any chance social services is going to investigate why a mom is visiting a drug house?
3. As I mentioned earlier, why was a person who is receiving housing from the state so ungrateful that they are housing a wanted murderer? Will they lose their housing?
While a murder is always tragic, there are opportunities to followup on some leads here and take some steps that will clean this neighborhood up so these things do not continue. I hope the police, social services and Richmond Housing do the extra work required.

I find many of the comments quite condemning, without knowing all the facts. The murderer is a murderer, whatever the reasoning was and should be brought to justice. No amount of money, drugs or whatever should provoke someone to murder two individuals. Also, I’m not sure that the young lady who receives public housing wantingly allowed a fugitive to remain in her residence; afterall he was armed and dangerous. Perhaps, she may have given the tip, for all we know. I would have been very scared to make the wrong move, especially with children in the house, if I were in her situation. I’m glad the suspect came out without further incident. My prayers go out to the families of the victims; whatever the circumstances may be. It is Christmas; let us be Christ-like, and not cast the first stone. I pray that we all learn to be more concious of the fact that someone’s love one has been suddenly taken away from them. We should be showing good will to those left here to mourne and passing good will to all man-kind.

Glad to hear he was caught, but cannot wait to evacuate my family out Church Hill as soon as possible non the less, for me this was the straw that broke my desire to spend another second here. All the neat bars and restaurants and old architecture in the world can’t make up for the fact that it is a terribly dangerous place to raise a child.

Good points and I don’t disagree with anything you said. I probably should have been more clear in my original post that all of these questions are assuming that information here is accurate (which I am not suggesting is or isn’t the case). Put more simply, my post was basically saying: a lot of fishy stuff seems to have contributed to this sad event and I hope the authorities do their digging sufficiently instead of just patting themselves on the back and closing the file.
Bret, where in the Hill do you live? This incident took place in Oakwood and not Church Hill regardless of what the media wants to say. The crime rate in Church Hill is actually quite low when compared to other “more desirable” and pricey areas of the city.. take a look at the stats for the Fan someday…you may be surprised. When you look at crime stats for areas of Broad St and south…they can be damn near compared to those of gated communities. Huge areas of Church Hill are VERY safe and rarely experience serious crimes.

Laura #81, I have to agree with you on the crime stats. I have lived up here over 25 years, and south of Broad is relatively clean of crime. Sure, every so often there are a bunch of break-ins, esp. around holidays and in the summer, and sometimes other stuff (I’m thinking of needless car vandalism a couple of years ago), but guns aren’t something we worry that much about over here these days. I did spend a year and a half at 32nd and Clay four or five years ago, and it was a different world there. I felt safe for the most part but not always, there was one drug deal I saw go down that scared the hell out of me when I looked outside one dark autumn night.
I have friends who live in the block where this happened; the guy could not get in his house until late that night as the cops had it all taped off. He told me yesterday that there was a known drug problem on the block (not necessarily this house), and he hopes that this makes the cops take note and clean it up.
I’ve stayed off this thread until now, but when I went to work today someone commented that he’d seen the news and that it seemed to him that my neighborhood was getting dangerous to live in. I took exception to that, *big* time. I live just south of Broad, and I don’t think my area is dangerous at all.
My experience with the fan back in the late ’70s was much worse, I was mugged, and the cops never did catch the guy, but told me that they had problems there with such a large transient population of students, plus kids from areas bordering the fan who came in and created problems then ran away to areas such as Carver, which is much gentrified these days. From what I’ve seen recently in the news, that may not have changed a lot, I seem to recall seeing reports about VCU students getting robbed at gun point in the last year or so.
I agree with you, huge areas of Church Hill are very safe, and we’ve had an active Crime Watch for (I think) 20 years or close to that. It happens block by block, safety as well as house rehabs, and maybe that block of 35th St. is due for some clean up when it comes to crime, at least I hope so for the sake of the folks living there.
Laura – I live at the corner of 27th and P. One thing about Church Hill is conditions change extremely quickly from one block to another, there are literally two different worlds of Church Hill people on here live in, so my experience is obviously not that of many, or probably most people on here. Parts of Church Hill may be relatively safe when compared to other places, such as Fallujah, but to my standards none of it is safe enough for my family. If I was a single guy it would be fine, then I could enjoy the charactor, the cool restaurants and the proximity to the river and only worry about my own safety, but I won’t allow my children to be raised where they go to sleep nightly to the sound of gunshots, police sirens, beatings, and the ramblings of drug addicts wandering down the street, and to be raised to know that none of their possessions are safe and that anything and everything left unsecured will be stolen from them immediately. I also don’t want them raised in such a segregated place either. I grew up in the West End with whites, blacks, asians, latinos, arabs of every economic status in my neighborhood and it was huge in my forming of opinions and being able to understand other cultures, here you are either poor and black or well off and white with very little exception, that’s not how the world is really made up and segregation isn’t a value I want reflected in where they live. And Laura, you are technically right that I’m sure some of the crime stats for the areas you mentioned are sort of near that of gated communities, but the problem is, I gaurentee those gated communities didn’t have a dozen murders, probably 100 armed robberies and hundreds of gunshots fired within 1 mile of them this year. If you zoom in close enough and ignore whats around you any area could be considered safe, but I’m looking at the bigger picture, and for me crime being 1/4 mile away isn’t enough for me to ignore it, I still consider that my community whether some invisible line seperates Church Hill from it or not. I know many will take offense to my opinion, but I am just so disgusted with the area and the ability for everyone to pretend there is no crime here just because it is a few blocks away, things are certainly not going to improve anytime in the near future so I just can’t see staying around putting my family in danger.
Bret, CH is pretty damn diverse, especially along E. Broad Street. Owners and renters of all races, ethnicities and income levels seemingly live in harmony. Violence seems to plague the limbs of the neighborhood but the heart of CH is alive and well.

Bret, I respect your opinion and certainly understand your concerns. I have lived in Church Hill for many, many years. When I moved here, it was pretty rough everywhere-even in the area that could be considered a “gated community”. There was crazy stuff going on everywhere. South of Broad and pockets on Broad started to gentrify first…. The housing boom, the brave, investors, and some speculators did wonders for the area. Gentrification spread and the crime rate went down. Broad Street and south is largely crime free (yes, there are still occasional car break-ins, thefts of porch furniture, some vandalism…but, considering the density…it’s rare. Church Hill’s demographic is VERY diverse. I must disagree with your assertion that you’re either poor and black or white and well off in the Hill. There are many average earners of all races throughout the Hill. And yes, there are some very wealthy and very poor folks who live here too. It’s reflective of many urban neighborhoods throughout the country. Where you live in North Church Hill, revitalization has been slower and the housing crisis certainly put the brakes on development…but, it will come. Church Hill’s proximity to downtown can’t be ignored. This the growth of VCU, the development along the river, the redevelopment of Shockoe Bottom, the antique homes of Church Hill will continue to be sought out and loved. Ten years ago, a million dollar property in Church Hill would be unheard of…in 2007, it was a reality.
There are more young families and children living in Church Hill now than I can ever remember. Look around on a warm day…people of every color are out walking, jogging, riding bikes with a baby in tow, dog-walkers everywhere,neighbors on porches…everyone enjoying a vibrant, urban neighborhood. Drug dealers and hoods used to rule Church Hill…they don’t anymore; they’re a very small minority. Have faith, they’ll be gone soon enough.

Glad to hear that this piece of shit got to make three spawn despite his frequent incarcerations and that we are now footing the bill to house them as well. Especially worrisome to consider what kind of mom a woman who would continue sleeping with a man like this will make.
If the mom was not the one to call in the tip, I hope even more than ever that she is thrown in jail and her kids taken away. Giving public funds to invest in housing the kind of woman who would bear three kids of a repeat felon is a poor investment.
Anybody know if the house that Jamal was living in (planning to live in might be more accurate given his short stretch out) was the one called out as a trouble spot just a few short weeks ago on this thread?

Assuming they can find charges, Jamal’s mom should be charged and also have the book thrown at her on principle alone for being such a poor role model. It’s pretty clear to me now where the breakdown in his life occurred. This is not normal parentibg behavior. My guess is that mom may have been encouraging and possibly even planning.

“As the incident was unfolding, a woman arrived at the home to buy heroin. She left her child in her vehicle, approached Bowmer’s home and was pulled inside by Clemons at gunpoint. Clemons stole the woman’s keys and left in her vehicle with the child in the back seat. Clemons later abandoned the vehicle and did not harm the child.”
Shouldn’t Kaiden’s mother be held partly responsible for the boy’s kidnapping? We have never heard much about her role in this… Mother of the Year candidate…right up there with Jamal’s mother.
