Police tie three to multiple shootings and homicide
Richmond Police detectives today announced multiple indictments and arrests that will clear nearly all of the April homicides and shootings in the city, including a shooting/robbery on 22nd Street. Additionally, detectives have either identified or obtained warrants for persons wanted in several other incidents.
With the assistance of the Capital Area Regional Fugitive Task Force, the U.S. Marshal Service, Henrico Police Department and the Richmond Redevelopment and Housing Authority Police Department, Richmond Police officers and detectives were able to arrest three individuals (above, left to right) who were indicted this week on 53 charges for three separate incidents.
Stephen Emanuel Mangrum, 25, of Hopewell, was indicted for:
- April 6 shooting and robbery of a man in the 1800 block of North 22nd Street. Charges: abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; use of a firearm during a malicious wounding; attempted murder; use of a firearm during an attempted murder; conspiracy to commit robbery
- April 9 homicide of Khalfaanii Hasaan Sultaan in the 1700 block of Chicago Avenue. Charges: murder, use of a firearm during the commission of a murder; robbery, use of a firearm during a robbery; and possession of firearm by a violent felon
- April 16 shooting and robbery of a man and woman in the 700 block of Porter Street. Charges: aggravated malicious wounding; use of a firearm during an aggravated malicious wounding, attempted murder; use of a firearm during an attempted murder; burglary with a deadly weapon; use of a firearm during a burglary; robbery; use of a firearm during a robbery; abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; and possession of a firearm by a violent felon.
Corey James Walters, 18, of the 1100 block of St. Paul Street, was indicted for:
- April 6 shooting and robbery of a man in the 1800 block of North 22nd Street. Charges: abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; use of a firearm during a malicious wounding; attempted murder; use of a firearm during an attempted murder; conspiracy to commit robbery
- April 9 homicide of Khalfaanii Hasaan Sultaan in the 1700 block of Chicago Avenue. Charges: murder, use of a firearm during the commission of a murder; robbery; use of a firearm during a robbery; and possession of firearm by a violent felon.
- April 16 shooting and robbery of a man and woman in the 700 block of Porter Street. Charges: aggravated malicious wounding; use of a firearm during an aggravated malicious wounding, attempted murder; use of a firearm during an attempted murder; burglary with a deadly weapon; use of a firearm during a burglary; robbery; use of a firearm during a robbery; abduction with intent to gain pecuniary benefit; and use of a firearm during an abduction.
Shayleisha Shenelle Winston, 20, of Glen Allen, was indicted for:
- April 6 shooting and robbery of a man in the 1800 block of North 22nd Street. Charges: abduction with intent to gain pecuniary benefit; use of a firearm during an abduction; malicious wounding; use of a firearm during a malicious wounding; attempted murder; and use of a firearm during an attempted murder.
- April 9 homicide of Khalfaanii Hasaan Sultaan in the 1700 block of Chicago Avenue. Charges: murder, use of a firearm during the commission of a murder; robbery; and use of a firearm during a robbery.
Because all of these cases and others are still ongoing, detectives are still asking for the public’s help and tips can be called in anonymously via Crime Stoppers at 780-1000.

I fully believe in innocent-til-proven-guilty, but…IF these three are convicted, I also fully believe they can rot or fry for all they have done.
