Dutch and Company applies for ABC license

Dutch and Company at 400 North 27th Street applied for a Wine and Beer On and Off Premises ABC license on 7/26/2012.
The status of this license 81140 (PSP LLC d/b/a Dutch & Co.) is still “pending” almost 3-months later.
Does it take that long to issue a license?
Also, work seems to have come to a complete stop at the building. Nothing new on the seating and nothing done at all on the kitchen side.
Is everything alright with opening? Thought it was supposed to have happened by now?
