Lora, I believe that ordinance is for full sized hogs for slaughter and not a miniature hybrid pet which can be housebroken. Pigs are actually clean animals and only dirty by farmers.
Was this the same pig found on N. 23rd between E. Broad & E. Marshall on 4/1/13 (not a April Fools joke)?
