nbc12 is reporting a police standoff in the 1300 block of 19th Street:
Police say a man with emotional difficulties is threatening to hurt himself. The neighbors in nearby apartments have been evacuated for their safety.

Barricade Situation Ends Safely
A barricade situation ended safely late last night in the East End.
At approximately 7 p.m., officers were called to an address in the 1300 block of North 19th Street for a report of a male in the structure suffering from a medical condition. It was believed he was a threat to himself.
After several unsuccessful attempts to make contact with the subject, Richmond Police Department officers called out more resources to assist.
North 19th Street between T Street and Fairmount Avenue were closed to accommodate vehicles and personnel. Approximately 25 persons were asked to leave the structure as officers attempted to make contact. No other homes were affected.
At approximately 10:35 p.m., SWAT officers deployed a chemical agent and entered the structure. They found the subject in the rear of the house unharmed.
Officers took the subject, a black male in his 50’s, to be medically evaluated.
