Police say the latest case happened Monday morning, around 7:30, a man exposed himself to a woman near 31st Street and East Broad Street. A neighbor chased the suspect away.
No, the guy was not caught and it happened in the garden area just below where the fence is around the garden plots. I’m the victim. Thank goodness that my neighbor witnessed it from his kitchen window and came to out to chase him away after calling 911.
I also do not find this funny or anything to joke about as neither does Lt. Daniel Minton.

Crime Watch sent out an email about this yesterday (Tuesday) and I think it included a description. I can look for it when I get home as it’s in my home email.
He was wearing a brown hoodie, black jacket, gray sweat pants and some type of boots. His face was covered except his mouth . I only know his race because of his genitals. He’s a black guy. I yelled to him that I was calling 911 as I pulled my cell phone out of my pocket and started dialing, but that didn’t stop him, only when my neighbor came running over to chase him away and tell me that he had called 911. I was still talking with 911 as he ran toward Chimborazo Park.
I wonder if it’s the same guy from Libby Hill in February:
