Pretty clear from the story the guy had some sort of mental breakdown due to the divorce that was referenced. In addition to issuing him a citation for violating CAR, I hope the city reaches out to him to let him know about resources that are available to him if he needs counseling.

I’m not trying to be a buzzkill but this guy obviously feeds of attention and we are giving it him.
