The Richmond Police Department is trying to identify a person who shot a 17-year-old in the 4800 block of Government Road on 11/2/13. The shooter is a B/M with a medium complexion. He is 18 to 25 years of age. At the time of the shooting he had shoulder length dread locks. He is wearing a bright red, long sleeve shirt. He was driving a black scooter that appeared to have some front end damage. The headlight was dim and there appeared to be black spray paint on the front of the scooter. It also ran rough.
