Masturbating man on Marshall Street
A reader sent this in this morning:
On the morning of Saturday 15 February at approximately 6:00 a.m., my friend was waiting for the bus at the 29th and Marshall Street intersection. A man that was walking nearby stopped and turned his back to her. When he turned around and started making vulgar and suggestive remarks, she looked up and saw that he had pulled his sweatpants down in the front and was walking toward her while openly masturbating. He was roughly 4 yards away from her when this happened.
Fortunately, the bus was heading up the block as she was turning to get away from him while calling 911. He ran away, she got on the bus and was not physically harmed.
Unfortunately, this is absolutely not a joke, she was not able to get a good look at his face…and it also happened in front of an elementary school.

Wow. That’s really close to my house. What do police suggest to do in that instance? I’m thinking I would scream as loud as possible to attract attention.
Stories of guys exposing themselves pop up every year in CH. I just wonder if it’s the same guy each time or if we have a resident pack of pervs up here. Does this kind of thing get reported in other parts of town?
In fact, it always seem to be around this time of year (also in Feb 2012 & 2013) when the flasher crawls out from under his rock…
It’s gotta be the same guy. Maybe if the people who have seen him got together, they could come up with a cohesive description. Pictures of the guy posted around the neighborhood might smoke him out.

This needs to be reported to neighborhood crime watch and Lt Dan. A description needs to be circulated ASAP.
If you have a phone that takes photos, as calmly as possible, get his photo to give to police. I have had this happen to me and to make a long story short, the man was apprehended and tried. He had been targeting school girls waiting for the bus.
I am sorry this happened to this lady. Does she catch the bus at this stop on a regular basis? Does she have a friend that could wait with her?
Years ago I started the neighborhood crime watch. There were no cell phones then. We organized patrols with walkie talkies given to us by the police department. They didn’ t work so we pretended they did! There is safety in numbers so it sounds like the neighborhood needs to join forces again.
Was that Big D Willy (as we call him round these parts)? Sweatpants, older, African American.. Chills on the bench in the parking lot across from the fire station with his junk just blowin in the breeze..
My boyfriend and I went to WPA that morning, an African American man was asking us for money, I thought it was odd, we go there often and this was the first we saw this guy… Just suspicious …
yucky.
@jujubee–actually laughing at the guy is far more effective. There was a young guy hanging around Chimborazo Playground the first year I lived here who was flashing/masturbating. Everyone else was OMG NOOOO. When he tried with me, I laughed. He nearly tripped over himself pulling up his pants and fleeing.
Hopefully the police thought about door to door near that area and seeing if anyone has a camera facing towards the front entrance of there house. Hopefully they can can get a glimpse of what the man looks like..
They didn’t come to my door.
Glad that we have such a dedicated local source for the hard news that nobody else wants to touch.
A lot of sexual offenders start off with just this type of behavior and later turn to even more deviant acts, such as rape. I know the victim did not see his face, but could we have some sort of description? Maybe a description from Trish on the incident witnessed? I live across the street from this bus stop and my children take this bus every morning to school. This is terrifying.
edg, that is statistically false–peeping toms and flashers in fact RARELY escalate to other behaviors.
edg
If your children take this bus every morning I am sure you are there to wait with them. Use your cell phone to take a picture of anyone lurking that you feel is suspicious.
@edg–I agree with Clay Street that flashers and peeping toms rarely go farther. The guy I saw was young, max age late twenties, dressed in a ski cap, black sweatshirt and grey sweatpants (in July). I saw him more than once–thankfully the junk sighting was only that one time–and each time he wandered around then headed for the easternmost part of Franklin Street, which is very transient.
Have a friend who is a retired psychologist, he says flashers and peeping toms rarely escalate to violent acts. Since he spent a lot of time working in the state prison system, I kinda think he knows about this stuff. Agree with @17, thanks Clay Street.
Glad to see Lt. Dan posting, too, thanks Lt. Dan.
look at the demographic for Church Hill on the sex offender registry and things will make more sense.we are in a very highly populated area .Lt Dan has the right approach the eye in the sky don’t lie !is what they say in vegas .The police are not worried because this is not a violent act and eventually they will get the right guy !
@Axel LOL
