Among the 25 items on the agenda for the Monday, February 24 Formal Meeting of City Council (PDF), two indicates that Council will likely punt the Shockoe decision a little further down the line:

Res. No. 2013-R255 (Patron: Mayor Jones) – To express the City Council’s support for an economic revitalization and cultural heritage development project in the Shockoe Bottom area of the city at a cost to the City and the Economic Development Authority not to exceed $79,625,000, including a new baseball stadium; a Slavery and Freedom Heritage Site; private mixed use, commercial, retail, and residential development; and related public infrastructure improvements. Recommendation from Land Use, Housing & Transportation Standing Committee meeting to strike.

Res. No. 2014-R29 (Patron: Mayor Jones) – To express the City Council’s support for further negotiations in connection with “Revitalize RVA,” a proposed economic revitalization and cultural heritage development project that incorporates both the Shockoe Bottom and North Boulevard areas of the city at a cost to the City and the Economic Development Authority not to exceed net expenditures of $79,625,000, including a new baseball stadium; a Slavery and Freedom Heritage Site; private mixed use, commercial, retail, and residential development; and related public infrastructure improvements. Recommendation from Land Use, Housing & Transportation Standing Committee meeting forward with no recommendation.

It also looks like Daniil Kleyman will get the opportunity to do more kickass renovation work:

Ord. No. 2014-19 (Patron: Mayor Jones) – To declare that a public necessity exists and to authorize the Chief Administrative Officer or the designee thereof, for and on behalf of the City of Richmond, to acquire, at a tax delinquent judicial sale, the property located at 1301 North 38th Street and to authorize the conveyance of such property to Daniil Kleyman for the purposes of eliminating blight and making such property available for redevelopment.
