Sec. 90-42. –
(a)
It shall be the duty of every occupant of any land or premises abutting upon any paved sidewalk and the duty of the owner of any unoccupied land or premises abutting upon any paved sidewalk to remove and clear away or cause to be removed and cleared away the snow from the paved sidewalk abutting such land or premises, in such manner as not to obstruct the passage of water in the gutters, within six hours after the snow ceases to fall. If snow ceases to fall during the night, removal of snow from the sidewalk before 11:00 a.m. the following morning shall be deemed compliance with this section.(b)
Any person violating this section shall be guilty of a class 4 misdemeanor and, in addition thereto, shall be responsible for the cost of abating the violation. Any abatement costs incurred by the city may be assessed against the owner or other responsible party and collected in the same manner as city taxes.(c)
The criminal penalties provided by this section shall not apply to any person who is physically disabled or who is age 65 years or older.

I wonder if anyone in Richmond has ever been charge with violating this ordinance.
What about if it’s brick or overridden by grass?
Some of us are required to work even if there’s snow so I guess I’ll have to get to it after my 12 hour hospital shift
Scratch that, FYI to clarify what “paved” means:
cover (a piece of ground) with concrete, asphalt, stones, or bricks; lay paving over.
“the yard at the front was paved with flagstones”
But a good arguable point is that the city barely takes care of the sidewalks. Their repair log with the amount of money allowed per year leaves them with about a 15 year backlog.
Should we be able to fine the city for that? Or when to get don’t plow the steets other than broad? I mean the redskins fined the city like 250k for the training camp numbers, so I guess we should be able to hold them accountable also!
I’m so old, I can remember when pretty much nobody had to be told to clear the sidewalks in front of their houses.
I’m curious if there is an ordinance to clear the weeds from the sidewalks and tree wells by someone’s property
Even better, I wonder how the City gets away with violating this ordinance and their weed ordinance.

Two observations:
“Occupants” are not owners… So this applies to rentals as well? Also, ALL occupants implies that everyone in the building can receive a misdemeanor charge! Is this ever enforced this way? (Also, seems ridiculous if the owner of the property physically cannot get there due to the weather!!!)

Remember folks, you are responsible for snow and weed removal on your stretch of sidewalk whether you’re a homeowner or tenant. Property management at apartment/ condo complexes have someone or a crew who take care of their property, landlords around here usually leave it up to the tenant.
If properties are vacant, call the city and/or get your neighbors to clean things up and keep pressing city officials to act.
Plenty of residents here wimp out when it comes to shoveling and ignore their own weeds in warmer weather. Sidewalk ordinances are fairly standard in urban areas around the country and in Europe. If everyone remained proactive about this throughout the year, the neighborhoods up here would look a lot nicer and cared for.
