I know there are certain circumstances where a dog will get out but why are there so many dogs and cats being found running loose? Are the owners just that careless? I know we are on top of our dog every second a door is open so she doesn’t get out and the back yard is secured. What gives?
I agree. And this little dog is so tiny I wouldn’t expect it to live outdoors, so you would think that it would be obvious the minute it was loose. I was out walking my pups when he was being rounded up in Chimborazo Park. Hope nothing happened to the owner.

It is a Pomeranian. We owned two years ago and they are definitely not an outdoors dog.
I was walking my dogs the other day and a back door was open, the little dog inside saw us and came trotting out and then started to follow us down the street. Luckily she/he’s a good dog because about half way down the block she gave up and went back home. I bet no one inside even noticed she left.
@steph — so funny to me to have both an open door and no fence, and a dog inside. Maybe the owners just know how good the dog is and believe it will aways just come back. Still not a considerate way to operate in my opinion — but always interesting to hear about.
Unleashed or free range animals is an invite for them to wander off or worse. Not very responsible owners especially since all found posted here do not have identification.
Wanted to post here that there are City Codes where you can be fined for having animals off a leash as well as wandering loose.
Richmond Code §10-172 Restraints
All dogs must be kept under restraint by a hand-held leash or lead, confined within a fenced area. Violation of this ordinance is a Class 4 misdemeanor. Class 4 is a $250 fine.
On another note about picking up poop – the same fines apply:
Richmond Code §10-86 Animal Waste
You are responsible for removing waste deposited by your pets on public or private property, including your own property. A pooper-scooper or a plastic bag may be used to remove waste. The waste must be placed in a plastic bag and in a container that is rat proof and air tight.

Not having an animal licenses (§10-146, §10-147) or abandoning them in a public place (§10-92 c ) are also city codes listed as a class 3 with fines of $500.
