Seen at the water tank off of M Street.
I’ve seen a similar system on a gate near Bowshers dam. I’m not clear how it works, but I guess different people with different keys can gain access. Or one person with a lot of keys?

Not getting in there…
I clicked through the link. I liked the “less elegant” equivalent of having a chain of padlocks strung together.
It’s much easier to simply cut through the chain link fence.
