Council to consider Church Hill Central, Woodville/Creighton conservation areas

Among the 22 items on the agenda for Monday night’s City Council Meeting are two resolutions that would create “conservation areas” on either side of Nine Mile Road, towards making it possible for the city and RRHA to acquire and clear title to blighted and vacant properties through eminent domain if necessary.
- RES 2016-R004 – To approve a conservation plan for the Church Hill Central Conservation Area.
- RES 2016-R005 – To approve a conservation plan for the Woodville/Creighton Conservation Area.

The current methods that the city uses for this sort of thing (tax sale, demolition or emergency stabilization, I think) are slow processes. So this could be a good thing, but there’s one catch – whether it is the city, RRHA or some other entity, they need to have a clear historic preservation mandate, or this could actually accelerate the loss/destruction of the historic buildings that make these neighborhoods worth saving.
Whatever is demolished that is historic architecturally (Italianates, Queen Annes, Craftsmans) and anything that would disrupt the uniformity of a subdivision, should get a replica. Consider that, powers that be.
