Hit and run on 27th Street

At approximately 8PM tonight on the 1300 block of N 27th St, my friend’s van was involved in a hit-and-run.
I ran outside in time to see the vehicle, but I couldn’t identify the plate. It’s a dark-colored sedan (almost certainly black), and it’s now missing a tail light from the impact of the incident.
The vehicle was *reversing* from a parked position, so it wasn’t a side swipe or anything. They were definitely parked on our block for at least a little while. I hit up my neighbors, and no one recognizes the car by description.
The police have been notified, and they have placed the vehicle’s description on their watch list.
I’m passing the word along in case anyone else in Church Hill sees a vehicle matching this description. If the driver comes forward to claim responsibility and offer their insurance information, my friend is willing to drop the hit-and-run charges (a felony offense if the damage is over $1000)
John if your friend has liability coverage on the van- then he has Uninsured Motorist PD coverage(required on all auto policies sold or delivered in VA) that will pay for the damage less $200 deductible-which is waived if other driver is identified. Hit and run is deemed to be an uninsured motorist.
