Missing either of these little dogs?

Just found two dogs in front of Libby Park. Clearly a pair and appear to be lost. They were hiding under a car when I came by. They don’t seem emaciated but the white one in particular is very dirty. Please message me if you know anything about these dogs and who they might belong to
