Arrest made in Q Street killing

From the RPD:
Devonta S. Ross, 22, of the 1400 block of Coalter Street, was arrested yesterday without incident in the 1700 block of Rosecrest Avenue by the U.S. Marshals Regional Fugitive Task Force. He is currently charged with aggravated assault. Additional charges are pending. His booking photo is attached.
The Richmond Police Department has now identified all parties in this case.
Both females were transported to a local hospital where Jahmeique L. Phillips, 18, of the 1800 block of Q Street, died. The other victim has an injury that is not considered life threatening.
