Jackhammers are extra loud at 5:45 AM

From a neighbor on 23rd Street:
Wondering if anyone has any details or helpful information about the roadwork being done along 23rd Street. [Yesterday] morning the crew pulled up at 5:45am and started jackhammering. Is there some sort of noise regulation in place to prevent this?
And furthermore, what the actual fudge have they been doing on 23rd St.? They have been tearing it up, and then (poorly) patching it for WEEKS!
Waterline? Further up 20th street they’ve been doin this for 5 weeks, shutting down the street. They’ve had to backtrack a bunch costing time. With the city it always takes forever, and is a patch job.
It is a waterline fix, remember when the water main busted in the circle at Jefferson and 23rd? This is a part of the repair job for that, and it goes all the way up to near O Street. You should have gotten a notice on your door in the fall and one was just placed on our door again this week advising that there was water work going on. The patch work done in the fall was just that, temporary patch work; now is the final fix, hence the better pave job further up 23rd. The work being done in the photo I have to imagine was emergent given the time yesterday morning and the fact that the current work has been entirely on the east side of 23rd. So noise ordinance does not apply on emergent work.
Ugh I can’t believe people are complaining when work is actually getting done. It’s not like those men want to be jackhammering at 5:45. I’m sure they’d prefer to sleep in. You should be grateful that things are being taken care of.

Further clarification here (elaborating on R’s comment). This area of the city is getting a brand new water main. This is why it’s been taking a while- and why there are so many patched up channels along the streets. They have been running a new water main next to the old lines. Then they have to go back and hook it up, test it, THEN come back and hook each building up to it. It is a long process, though one that will ultimately have been well worth the wait.
Noise ordinance is basically 7am weekdays and 9am weekends, so- yeah- I’ll also speculate there must have been some sort of emergency that particular day.
Holly, If you would like to have jackhammering outside your window at 5:45 am you can file a request with the city. It will take 3-10 months to process but rest assured someone will see it .

The red tape to be disturbed is very inefficient!
They can’t start work like that until 7 AM last time I read the city code for the noise ordinance.
People, FYI, if it is considered an “emergency”, like a water main break/leak or sewer line backup, that trumps the city code.
I had a sewer line back up and the city was out working on it with their loud truck at 3 am.
I think the loud noise far trumps not having water in the morning to flush the toilet or take a shower, or having your neighbors sewage spill over to your turf.
Also, Imagine having young kids and being pregnant without water or being able to use the toilet…
I mean… you can use the toilet without water… Just won’t go anywhere
