Proposed change to city charter will be on ballot later this year

A Richmond Circuit Court judge on Tuesday ordered that a proposed change to the city charter appear on the Nov. 7 ballot for city voters.

If passed, the proposal would require Mayor Levar Stoney to present the Richmond City Council with a fully funded plan to “modernize” Richmond’s school facilities without relying on a tax increase. It stipulates that Stoney must do so within six months of the change taking effect, or else inform the council that his administration cannot do so.
