Chris Hilbert, Third District Councilman, has put together a plan to offer incentives to get police officers to move into the city, with the goal to cut crime and boost some of Richmond’s struggling neighborhoods. The plan would target neighborhoods with nagging crime problems and low to middle-income residents.

There already programs already available via City of Richmond. These programs are for teachers and police officers. I have spoken with a couple officers and they just don’t want to live where they work. They feel it would be too much.
