Murder on 31st Street
05/13/2009 9:27 PM by John M
The RTD is reporting that a man was found shot dead on the Chimborazo Elementary School playground at about 7:45PM tonight. Unconfirmed reports from neighbors say that a suspect is in custody.
I talked to a police officer on the scene, and he said they had found the gun, but they didn’t have the suspect in custody…supposedly it was a 15 yr old male who was shot. so sad.
Oh my god. This happened right in front of the gym that my children go to every night. My son ran out of the gym and saw the victim.
I am so saddened by this event. This person was somebody’s son.
I saw two suspects in custody. What a tragedy.
Police have charged Anthony Singleton, 20, of the 2000 block of West Cary Street, with conspiracy to commit murder.
What is up with that intersection/area?! That’s the same place where, about two or three years ago, a man was robbed and murdered at a bus stop. As I recall, too, that man played a significant part in the civil rights movement.
To those of you who chatted with police: Did the victim and the gunman know each other? Or was it a random shooting, like the one three years ago?
I heard from neighbors that they were “friends”. It was very sad to walk up there last night and see people crying and mourning. 🙁
I have heard conflicting stories about whether or not victim had been in the gym that night. Chimborazo opens its gym up to the neighborhood kids until 8:00 every school night to give them a safe place to go and they offer several different programs (basketball, cheerleading, etc.) through this program.
I would like to know if this man was indeed in the gym that night or the shooter. The program is supposedly only open to children, but is supervised by adults.
I would also like to know the motive. I think it is very important to the neighbors to know whether this was a private beef or a rival neighborhood gang thing.
This happened across the street where I live. My daughter was playing in the playground on the other side of the building. There were kids everywhere.
Oh, Magneto, the homocide you are speaking of did not happen at the intersection. The man your refering to was shot in the Fairmont/Mosby area of town.
Although, there was another shooting there several years ago at the house at that intersection. It was a domestic situation and did not result in a fatality.
It was crazy, though. It was during the day and no kids were at the playground. However, if memory serves me, a child was shot in that incident who lived at the house.
And the shooter was 20 years old, with an illegal gun, which he got illegally. If we stop illegal guns, we can go a long way to stopping this type of shooting.
Yeah, good luck stopping illegal guns. How exactly would you propose to do that?
There was a shooting in August of 06′ on the 400 block of N. 31st. A man, whose name was Holt Smith was robbed and shot in the back. It was a completely random and tragedy and could have happened to any of us who were on our way to early jobs. http://chpn.net/news/2007/05/02/scott-guilty-in-holt-murder/
My understanding from some of the neighbors was that both boys were playing basketball.
PS Holt Smith was a civil rights hero. I’m unfortunately very sure of the location of that crime. The domestic disturbance @9 did not happen on the 400 block of N. 31st, possibly on 32nd.
tiny: Magento was right about the previous shooting. Was a robbery/murder of an elderly gentleman there around 6:45am in the morning. It happened in August of 06:

@11 – The same way they stopped illegal drugs, of course! /s

For those counting, this makes the 6th homicide in the East End so far this year. At this point in 2008 we’d had 8 killings.
I’m sorry, I must have been thinking of something else.
I am sure of the domestic shooting on the block though, right by the bus stop on Marshall. I know because my husband was on our porch when it happened and could see everything.
From my perspective, the positive thing is the neighborhood responded. Imediately after it happened, when danger might still be around, there were several neighbors either on the phone for emergency services or out actually in the scene trying to help however they could. Thanks to everyone that does not pull the shades and hope it goes away.
These guys were both 20 years old. Far too old to be hanging around an elementary school. There was an “unknown” item that they were arguing about, which was probably drugs. Neither were from CH. The victim lived in Jackson Ward and the shooter lived in Fulton Bottom. I live at East Marshall and N 32nd. Loitering is a HUGE problem in our area. In March, a man from Henrico was found dead in his car from a drug overdose in our alley. Now we have a shooting and subsequent death involving 2 people who came from outside of the CH area. I am not talking about a group of people who live in CH standing on the sidewalk and sharing a conversation in front of their property. I am talking about people who come in from other areas to hang out and cause problems in our neighborhood.
I have heard that the argument started INSIDE the gym, despite what was reported in the news.
Considering the shooting of Thomas Scott, Jr. the other night…has anyone seriously considered the crime statistics for that area (the corner of East Clay and N. 30th (and N.31st)? These stats would blow your mind as much as a gun could. Just awful that there isn’t anything more being done to shut-down that store and those apartments in that area. They are the underlying cause of all this crime. AND, THEY ARE RIGHT ACROSS THE STREET from the CHIMBORAZOO ELEMENTARY SCHOOL!!!!
Thomas was indeed from our area and was a regular at the gym. I am not sure what he address was at the time of the shooting, but he was from Church Hill. And since Antonio was his life-long friend, I am sure they grew up together in Church Hill.
The argument started over a girl, not drugs.
FYI – the after school program is for children, supervised by adults, until 8PM. NOT THE CASE AT ALL – it is a juvenile hangout of profanity, smoking and gangs. The adult supervision is almost non-existant. The gym stays open until at least 10PM. IT MUST END!!!
Sounds like there is need for Police supervision as well if it is to continue. At the very least a continuous drive by while on patrol? Has anyone requested this?
I have lived across from this school for three years. I was welcomed to the neighborhood, one month after moving in, with a gun shot salute and the dead body of Mr. Holt Smith lying in front of my house. As I watched the after school program unfold, I thought “what a blessing”. Not so! In the last two years, I and my neighbors have made numerous calls and sent numerous e-mails and letters to the school principal, the school board, the mayor, the chief of police, the local Congressman, and Parks and Rec. I have only had a couple of responses, of course, negative and defensive. They say that things are being handled appropriately, and nothing is wrong. Well, something is wrong now. There is a dead boy and a young man behind bars. Maybe you should have listened to the folks that live directly across the street from this school.
There is a large movie/multiplex theatre in Fairfax I went to from time to time. Years ago the place had a few problems prior, but no biggies, just kids getting out of hand. Then a teenager was shot, possible gang related. I do not recall it’s been so long. Again, middle of suburbia. Within a week that location was put on a regular police routes the police have been a presence inside the building ever since. The theatre even hires off duty cops to walk the main areas from 6:00 – midnight. A watchful wolf among the herd.
Negative and defensive is not a response you should get from someone that works for you.
Has there been any/more of a police presence since the murder?
They have shut down the program.
I always thought the gym was a safe haven for my kids and was shocked that they allowed people over the age of 18 there. The “profanity, smoking and gangs” were mainly the result of the 18 and over crowd. The man who was shot was 20 years old.
I am glad that other neighbors shared my outrage. However, I am sad the program is gone. It was out of control and poorly supervised.
I beleive it should follow the model of the Boys and Girls club where participants must become members. The model should be that anyone under the aage of 18 has free and automatic membership. However, older folks should have to pay a fee (I think 25 dollars would be good) to partipate in the gym activities.
If the fee is considered too high, the member could donate mentorship time (highly supervised!) with the children instead.
Additionally, a code of behavior should be created and signed by all members.
And, again, I feel we such allocate more money to Richmond Parks and Recs so we can keep these programs going while being able to hire and pay qualified adults to supervise our children.
Those that are hired should be properly vetted and background check to make sure they are properly qualified to work with our children.
I hate that we’ve taken away this from the kids who love it, but I agree that the gym had become a problem. Let’s do it right this time.
I agree, Tiny, another attempt should be made to keep the program alive.
In my opinion, there is no reason anyone 18 and above should be permitted access or membership. The name is Boys & Girls Club.
Thank you, Deanna. My previous post was full of typos as I was in a meeting and in a hurry. But, I am very passionate for this cause. Is anyone with me?
Why does this homicide not appear under the crime info map?
Unless I am entering the wrong date range or looking in the wrong location, there is something wrong with the way the data is being reported.
This leads me to belive other crime data may be missing as well.
Which is unsettling for someone considering moving to the area.
If you are considering moving to the area, stop by the next Church Hill Association meeting or picnic and meet the folks that live in the area.
The data for the crime map is pulled from the Richmond Police Department’s Crime Incident Information site and provided to CHPN via RichmondCrime.org, a volunteer-run site. That data does not show this incident from May, which is why is does not show up on the map. The RPD database shows only four homicides so far in 2009 in the First Precinct, though I count 6 in the East End alone. The data and map are generally trustworthy, especially for trends and general activity.
The 6 incidents so far this year are:

2) http://chpn.net/news/2009/02/28/fatal-shooting-on-phaup-street/

6) http://chpn.net/news/2009/05/13/murder-on-31st-street/
Last year at this time we’d had 8 homicides, though the last 6 months of 2008 were exceptionally quiet. It ended up being the lowest count in quite some time.
The murder case will be going to trial Oct. 15th and 16th.
Thanks.
This case went to trial yesterday and today, as 1st-degree murder case. Result: a hung jury. Apparently, the prosecution needed to make a better case and lacked evidence for the accused to convict beyond a reasonable doubt.
The RTD has the story this morning: Richmond jury deadlocks; mistrial declared in murder case
Thoughts on reopening the school as a community center and its relationship to the case: http://www2.timesdispatch.com/rtd/columnists_news/article/MIKE14_20091113-223010/305664/
Does anyone know if he took the plea or will it go back to trial?
