Times Dispatch has another update:

Richmond Mayor Dwight C. Jones is asking for a review of procedures when police chases cross jurisdictions.
“I want to be sure that we don’t have reckless pursuits and/or situations that discount the safety of innocent bystanders,“ the mayor said in a statement this afternoon.
The mayor’s comments this afternoon come after the death of a prominent Church Hill pastor, who police say was struck by a vehicle that ran a stop sign while it was being pursued by Henrico County officers last night.
Jones, who is a minister on South Side, described the death of Anthony L. Taylor as a “tragic occurrence”
“My heart goes out to Apostle Taylor’s family, friends and parishioners,“ the mayor said.
“As this terrible accident resulted from a high-speed chase from the county into the city, I’m asking for a full review of procedure when law enforcement officials are engaged in dangerous pursuits across jurisdictions.
“We must ensure the safety and protection of our residents and that our neighborhoods and communities are not compromised. While I am supportive of efforts toward crime abatement and public safety, I want to be sure that we don’t have reckless pursuits and or situations that discount the safety of innocent bystanders.“
