The Richmond Police Department needs the public’s help find a man who escaped from police custody yesterday.

At approximately 4:30 p.m. Thursday, a Richmond Police officer was transporting Kip Merle Rannels, 20, to the city jail lockup at 400 N. 9th Street. As the officer removed Rannels from the police wagon, he pulled loose and ran away.

Rannels, whose last known address is the 2100 block of North 25th Street, was last seen running, in handcuffs, near the railroad tracks at Hospital and Valley Road before officers lost sight of him.

He was initially arrested on charges of burglary and grand larceny.

Anyone with any information about Rannels’ whereabouts is asked to call Detective Calvin Layne at (804) 646-0698 or Crime Stoppers at 780-1000.
Citizens can also text Crime Stoppers at 274637, using the key word “ITip” followed by your tip. Both methods are anonymous.
