Police looking for escaped prisoner
The Richmond Police Department needs the public’s help find a man who escaped from police custody yesterday.
At approximately 4:30 p.m. Thursday, a Richmond Police officer was transporting Kip Merle Rannels, 20, to the city jail lockup at 400 N. 9th Street. As the officer removed Rannels from the police wagon, he pulled loose and ran away.
Rannels, whose last known address is the 2100 block of North 25th Street, was last seen running, in handcuffs, near the railroad tracks at Hospital and Valley Road before officers lost sight of him.
He was initially arrested on charges of burglary and grand larceny.

Escaped Prisoner Captured
With the help of the U.S. Marshals Fugitive Task Force, the Richmond Police Department has regained custody of the man who ran from them Thursday.
At approximately 7:00 a.m. today, members of the Task Force located Kip Merle Rannels, 20, hiding in a residence in the 1800 block of Southlawn Avenue in Hillside Court. Rannels attempted to escape by jumping from a window of the residence but was quickly captured. The handcuffs he was wearing when was initially arrested Thursday were located in the residence.
At approximately 4:30 p.m. Thursday Rannels, whose last known address is the 2100 block of North 25th Street, pulled loose and ran away from an officer as the officer was removing Rannels from a police wagon at the city jail lockup at 400 North 9th Street.
Rannels has been charged with escape. He was initially arrested on charges of burglary and grand larceny.
Other charges could be brought as detectives investigate who may have assisted Rannels during his time as a fugitive.
