Methadone clinic law takes effect July 1

Jennifer McClellan’s bill preventing methadone clinics from relocating within 1/2 mile of a school or day care center (including the Richmond Treatment Center on East Franklin Street) becomes law on July 1st after being signed by Governor McAuliffe last week.
As I read the bill, it seems the Richmond Treatment Center is grandfathered in. Am I wrong?
Nope, you are reading it correctly.
The bill could not force the Richmond Treatment Center to relocate without violating the Contracts Clause of the US Constitution. This bill just closes the loophole the Richmond Treatment Center used to move to it’s current location. I did introduce budget language to prohibit any private methadone treatment center located within 1/2 mile of a school from using state funds to encourage the RTC to move. However, the General Assembly adjourned without adopting a budget. When we return for Special Session on March 24th, I will continue working to get that language included in the budget.
