Arrest made in 21st Street killing
Richmond Police detectives have arrested a man in connection with last week’s homicide in Union Hill.
At approximately 5:26 PM on June 24, officers were called to the 800 block of North 21st Street for a report of random gunfire. They arrived on scene within minutes and found Jay Q. Wood, 47, of the 3100 block of Zion Street, suffering from gunshot wounds. He died at the scene.
Trevin K. Carter, 21, of the 5400 block of Montbrook Circle in Henrico County, surrendered to police on Saturday and has been charged with conspiracy to commit murder.
This investigation remains ongoing and detectives still ask anyone with any information about this crime to call Crime Stoppers at 780-1000 or text Crime Stoppers at 274637, using the key word “ITip” followed by your tip. Both methods are anonymous.
Six days later & shooter in custody. Great work RPD-your efforts, diligence and sacrifice are appreciated and noted.

A guy from the northside murdered a guy from the southside in an incident that began in the parking lot of Mosby Express Mart. That parking lot was well-known to the surrounding neighbors as a place where illegal activity, such as regular drug transactions, was taking place. Do I have the facts right?
Your facts, as they relate to this case are incorrect Matt.
None of this took place at Mosby Mart. I am not a fan of Mosby Mart but they had nothing to do with this and I wish to make that clear. I travel and live in the area close to Mosby Mart and have seen no drug dealing in its immediate vicinity. It’s dirty, ragged and ugly but I am not aware of any drug dealing taking place there.
Yes the victim was from Southside but the perpetrator lived in Henrico County, not north Richmond.
The drug dealing was taking place in the empty lot next to Mosby Mart. There is no way the proprietors of Mosby Mart, in my opinion, should be faulted for this. The vacant lot sits high above Mosby Mart and there is a fence between Mosby Mart and the vacant lot.
We, the members of this community, should have been keeping a closer eye on the the activities in that vacant lot.The deceased found a spot not easily visible to the untrained eye and he plied his trade.
Once we knew he was there (Tuesday 24,2014) we notified the police via 911 on the same day of his demise, before the shooting occurred. It appears our call was not forwarded to our local precinct or something else happened to it. I spoke to Lt Dan about it last week after he ask, via this newsletter, that I contact him. As of July1,2014 been able to explain why his precinct did not receive our call for help in the alley with the drug dealers. He told me he would speak to the 911 center officer and get back to me. That was last Thursday, nothing yet! This is not a slam of RPD, I am just giving facts.
I still find it so mysterious how every time I pass the little mart on 25th street, right across from the police department, that people are still dealing drugs in broad daylight. Why is this allowed to continue?!?
And like Mosby Express mart, why are these places that are known to harbor all this “trouble” still allowed to be open?
Sounds right to me, Matt. We all should have the same outrage against stores like Mosby Express – that are incubators of real harm – that we all seem to get against aesthetic and design components of proposals on the other side of the neighborhood.

Criminals and criminal activity should be dealt with harshly but why are so many young black men throwing their lives away! While I’m glad there will be justice I am sad this culture of poverty/criminal activity has become ingrained and accepted in modern society. Building more jails is not the answer.

The justice system needs a drastic overhaul. It’s not about rehabilitation, it’s just about temporary housing. Most offenders come out worse than they went in, with a whole new list of trauma to deal with in ever more destructive ways.
Public perception has to change as well. It makes it nearly impossible for a convict to change their life upon release. As a felon you cannot do many of the things most of us enjoy. You are blocked from many jobs, establishing credit, renting or owning a home, often you are then disqualified from recieveing financial aid for college. Many business don’t want to employ felons and people don’t want their taxes to fund reform. It’s a cycle that once pulled in, many young people never find a way out.

DEC is still looking into the calls from that day and they are doing a thorough investigation.
Blaming the mini mart for the murder is like blaming any other business near a crime scene. If it happened by a trendy new restaraunt would you blame that establishment? I live over by the minimart and it sucks ,sure,but all you haters must have special glasses to be able to discern what people who dont look like you are supposedly doing illegally.Like the schlub last week who claimed that protesting the ABC license had lessened the shooting toll on 21st street, a lot of these comments are written by anonymous frightened folks. Maybe people who like the city but cant seem to embrace diversity should move their butts out to the fake city in Short Pump. Watch out for any crazy culdesac teens when you do….I hear the West End is packed with them…….. James T thank you for your very well reasoned comments. I live near an intersection that has had drug activity, mostly 1 individual, for a very long time. It’s almost like its a grandfathered clause situation at this intersection in Chimbo to sell drugs. You’d have to be blind not to see it – and I know very little about drugs and paraphernalia, etc., but I can spot it very easily. So I believe and respect the word of those who say they are seeing drug activity, and I’m sure that RPD believes you as well.
