What’s up on 23rd Street?

Does anyone know what they are doing on the 23rd St hill coming up from the market? The workers are jackhammering up all the cobblestones. They aren’t damaging the stones but taking them up.

I hope they are planning to remove that asphalt strip and then putting all of the stones in place. I seem to recall that was intended at one point following that absurd paving.
This is a wild guess, but I wonder if they’re trying to enhance it for the bike races? They did cobblestone repairs to the hill in Libby Hill Park last year prior to the collegiate bike races.
Is that too far up for that water main issue they’ve been having on 22nd?
Why doesn’t someone just go ask them?
I called the city (public works) and they are resetting the cobblestones to make a smoother transition for everyone including the bikes next fall. There are no plans to remove the asphalt, because it was put there for safety; apparently the cobblestones got so slick, people were sliding down the hill and some cars went all the way onto Franklin, unable to stop. Gotta say, the two people I talked to at public works were really nice and helpful.
It is only the Franklin Street transition… leveling it out more. Safe with the asphalt? I think they need to go back and study that again with the grade of the road. I have seen my posi-traction light come on more than once starting up that slope when the wheels spin on the asphalt part. I don’t recall ever having that problem when it was just stone?
The asphalt is being removed on 23rd today! The cobblestones underneath only extend a little way from Franklin. The construction supervisor said that he’s hopeful that the City will fill in with cobblestone. He said some other streets in Richmond are being restored to cobblestone. The person from Richmond 2015 (http://richmond2015.com/) who spoke at the Church Hill Association about the UCI race commented on the attractiveness of cobblestones for the race.
