Recent weeks have seen intermittent work at the former Family Market (“SHRIMP”) at 24th and Jefferson.
The building was condemned in April of 2013. Over the past 31 months, the property has collected code violations and appeared be collapsing in on itself. An non-expired work permit was issued on 2/12/2014 for $35,000 of remodeling described as “Rebuilding Floor Of Building To Drawings Building Is Condemned”.
The city lists the owner as MANN SELMA R & JOSEPHINE R KATZ RESIDUARY TR. Selma and Josephine are two sisters, both deceased; the executor of the estate is lawyer John Mann, son of Selma.

A permit issued over 20 months ago? With the last inspection in May of 2014?
Work halts for a year and a half and resumes on weekends and at night. Looks and sounds (thanks to loud generator on the sidewalk) like someone is trying to avoid a building inspector.
And lest we forget that the executor of the estate is married to a city judge. Same court that issues civil rulings on building code violations.
