Street closure, parking restrictions during RVA East End Festival

The 3400-3600 blocks of East Broad Street will be closed for the RVA East End Festival from 1:00 PM – 9:00 PM on May 6-8th.
There will also be NO PARKING in the 3600 block of East Broad Street during these dates and times.
I’m confused by road closures–fest starts at noon on Saturday, and 5pm on Friday….does road closure still start at 1pm both those days?
