Council to consider Church Hill Central, Woodville/Creighton Conservation Areas

The agenda for the Monday, April 25 meeting of City Council includes 2 items of specifically local interest:
- ORD. 2016-103 To authorize the special use of the property known as 1326 North 26th Street for the purpose of permitting a single family detached dwelling, upon certain terms and conditions.
- ORD. 2016-109 To adopt an amendment to the Master Plan for the City of Richmond, adopted by the City Planning Commission on Nov. 6, 2000, and by the City Council by Ord. No. 2000-371-2001-11, adopted Jan. 8, 2001, as previously amended, to reflect land use recommendations contained within the Conservation Plan for the Church Hill Central Conservation Area and the Conservation Plan for the Woodville/Creighton Conservation Area in the Master Plan.
Can anyone define or explain just what a “Conservation Plan” is? I’ve been on the city site and can’t find a definiton and most hits for “conservation plan” are tied to redevelopment. If that’s so, how does redevelopment tie to conservation? For instance, the Redevelopment and Conservation Plan for the Nine Mile Road Corridor is part of this old (2010) but very interesting Comprehensive Economic Developed Strategy prepared for the city: http://www.richmondgov.com/economiccommunitydevelopment/documents/2010ComprehensiveEcomonicDevelopmentStrategy.pdf
I just wish they were talking about the real Woodville…because another house was torn down the other week… the city doesn’t care about one of its first black suburbs. This is why it is important that the city use its real subdivision names instead of made up neighborhood names. I can’t believe they told me it would contribute to gang activity.They do not care.

Thanks John. Oddly enough when I hit the city site for “Conservation Plan Church Hill Central” it gave me nothing…just didn’t get the words in order.
