A number of these obelisk markers engraved with CL 1908 or CL 1914 were placed by the city to mark the new municipal boundaries (PDF) after the 1906 and 1914 annexations. This one is on the north side of East Richmond Road, right across from where Jennie Scher Road intersects.

There’s another one embedded in a wall at Marburg House just west of the Carillon.
Interesting info, didn’t know about the one (or the Marburg house). Only one I’ve seen, so far, is the one at Maymont. If memory serves, down by the bears.
There is also one embedded in a sidewalk at Sir Moses Montefiore Cemetery. I’ve been there several times and just noticed it on a visit last week.
