Man killed on 28th Street
03/18/2013 8:34 PM by John M
The Richmond Police Department is in the early stages of a homicide investigation in the city’s East End.
At approximately 6:11 p.m. today, officers received a call for random gunfire in the 1800 block of North 28th Street. Officers were on scene in less than three minutes and found the victim—a black male in his late 20s—shot to death inside a residence.
Right now Major Crimes investigators are canvassing the area to speak with witnesses and Forensic detectives are gathering evidence connecting to the crime. Investigators are also working to identify the victim and notify next of kin.
This is Richmond’s 4th killing of the year, and the 2nd in the East End in 2013.
The Richmond Police Department has identified the man found shot to death last night as Dwayne J. Fleming, 27, of the 1800 block of North 28th Street.

Sounds like starting by pulling the phone logs is a good first step if the phone call he received brought him outside.
Could the Times Dispatch article be correct? Six kids and he was 27?
I don’t think he should have said that info publically about him getting a call from the suspected killers unless the police have already cleared the caller. If the caller/killer was that dumb they probably didn’t even think anyone knew about him getting the call or didn’t think it could be traced to them. But I bet now they are destroying evidence and fleeing town knowing that the police will be looking at that call.
Earlier today, officers arrested Cierra S. Brockenbrough, 27, of the 1900 block of Cedar Street, on a charge of conspiracy to commit murder in connection with the shooting death of Dwayne J. Fleming, 27, in the 1800 block of North 28th Street just after 6 p.m.
Detectives believe that Brockenbrough and Fleming knew each other, and that the motive for the crime was robbery.
Detectives still ask anyone with any information about this crime to call Crime Stoppers at 780-1000 or text Crime Stoppers at 274637, using the key word “ITip” followed by your tip. Both methods are anonymous.
Ciera’s looking a little rough in that picture. I was going to suggest that they use the old phone book trick to get her to cooperate but it looks like they may have already tried it.
Such a shame this dude got killed over a stupid robbery. That’s six kids without a dad because somebody wanted a couple of bucks (assuming he was active in their lives beforehand).
